Biography

Tom began his career in 1992 as a special education teacher in Casper Wyoming. He taught at the middle school and high school levels and served as a transition life coordinator. Tom is still a licensed teacher and school administrator. Completing a Ph.D. at the University of Kansas in Special Education and School Leadership, Tom went on to work for the Virginia Department of Education leading large statewide initiatives. He wrote numerous successful federal grant proposals and created & directed the Virginia Tiered System of Supports (VTSS), a comprehensive schoolwide tiered intervention system braiding evidence-based practices in instruction, positive behavior, and social emotional learning to meet the individual needs of students in inclusive settings. Most recently, Tom went on to serve as the Director of the Montana Center for Inclusive Education and Associate Dean of the College of Education at Montana State University Billings. He began in his role as Co-Director of the Kansas Assistive Technology Project in the Summer of 2024. He is married and the proud father of two sons who graduate from college in May of 2025.
